The Federal Network Agency approved the Electricity Scenario Framework on April 30, 2025. It forms the basis for planning the necessary expansion of the electricity transmission grids in the Electricity Network Development Plan for the years 2025 to 2037/2045. For the first time, the basic assumptions for the Electricity Scenario Framework, e.g. with regard to the locations of power plants or electrolysers, were coordinated with the Gas/Hydrogen Scenario Framework, which was approved on the same day.
The scenario framework for electricity comprises three scenarios for 2037 as well as three scenarios for 2045. The scenarios reflect different dynamics in the expansion of renewable energies and consumption. As a result, a broad spectrum of possible developments with different network expansion requirements can be depicted. The scenarios are based on a draft by the transmission system operators, which was reviewed by the Federal Network Agency and approved with adjustments following public consultation.
One of the questions that arose during the process was the extent to which the scenarios may deviate from the statutory goals for the expansion of electricity generation from renewable energies.
